‘a thousand PR experts can't turn failure into victory’

Taken alone, the statement is true enough. But, who said it - and in what context?
[Israeli] MK Aryeh Eldad responded to the ceasefire which took effect this morning:

“With the ceasefire taking effect, the government of Israel has gone on a public relations offensive, but a thousand public relations experts cannot turn failure into victory.
To him, a ceasefire is not a genuine effort at peaceful resolution for the sake of ending bloodshed, but rather a tactical public relations stunt calculated to polish a victory that, in his mind, does not exist.
"The home front was neglected and the army was sent to war without any operational plan, lacking supplies, and with erroneous conceptions.”
Nevermind that Israel inflicted tens of billions of dollars in damage on Lebanon and destroyed hundreds of thousands of lives - the goal was the final solution to the Arabs of South Lebanon. Anything short of that - he considers failure.
Eldad said he demands the creation of a government commission of inquiry to investigate the mistakes made in fighting the war.

He called for the resignations of Prime Minister Ehud Olmert, Defense Minister Amir Peretz (Labor) and IDF Chief-of-staff Dan Halutz “in order to enable Israel to prepare for the inevitable war with Iran and its agents.”
For those who thought that this 'cease-fire' marked the end of the bloodshed - think again.

The battle has just begun. They won't stop until the whole region lights up in flames.
